Sir,

I forwarded your letter of the 8th instant to the Chief Justice and I have the honour to attach his reply.

Sir F. Piggott intimates in a further letter to me that "the discussion is verging on the irregular" and that we cannot continue it, and in reference to the last paragraph of your letter he points out that the issue of letters of request by the Supreme Court of Hongkong under the Order in Council to a Court in China is not a question which requires my approval.
